The Capital Improvement Program (CIP) consists of Capital Projects to ensure the Town’s infrastructure accommodates a growing population, meet current standards, and provides residents with a range of activities and facilities with the necessary accommodations for Town services.

Capital Projects are divided into categories and are are funded through the Garner Bond Program. More information on the CIP process and funding can be found in the Budget Portal

Transportation Capital Projects aim to develop a safe and efficient multi-modal transportation network consistent with land use, the Garner Forward Transportation Plan and Garner Pedestrian Plan. Stormwater Capital Projects aim to maintain assets, reduce potential stormwater threats and update infrastructure to comply with current regulations. Parks Capital Projects are necessary to develop and enhance parks, and for recreational and cultural opportunities for Town residents. Facilities Capital Projects help build new Town facilities and enhance existing Town facilities.
