Water & Sanitary Sewer Utility Infrastructure

The City of Raleigh owns and operates the water and wastewater systems that provide service to residents and businesses within the Town's urban service area. The Town retains authority as to when and where new water and sewer services can be extended to support growth and development within its planning and zoning jurisdiction, subject to conditions in the inter-local agreement. 

Raleigh Water's Water and Sewer Development Review staff reviews and approves water and sanitary sewer utility infrastructure as part of the Town's Technical Review Committee. Raleigh Water's plan review comments will be included in the Town's permit review process.

Sediment & Erosion Control

Wake County operates an erosion prevention program that aims to prevent sediment from leaving a construction site and contaminating Wake County's natural environment. They work with developers, builders, and landowners to enforce state and local erosion prevention regulations in Wake County. Wake County manages erosion control for all unincorporated areas of the County and the following municipalities: Garner, Knightdale, Morrisville, Rolesville, Wendell and Zebulon.

Erosion and sedimentation control (E&SC) plans shall be submitted directly to Wake County Water Quality Division for review and approval.  Typically, E&SC plans can be submitted to Wake County concurrently with the Town's approval process.

Wake County Permit and Development Portal

Various approvals from the NC Department of Transportation may be required when development impacts NCDOT maintained roadways and right of ways. The Highway Division is responsible for building and maintaining state-owned bridges and highways.

Encroachment & Driveway Permits

When construction or utility installation is proposed within the limits of NCDOT right-of-way, an Encroachment Agreement must be submitted to the NCDOT Wake County District 1 Office and do not require encroachment agreements from the Town of Garner. 

Similarly, new driveways or modifications on NCDOT maintained roads will require an NCDOT Driveway Permit.  A Town of Garner Driveway Permit is not required, but an Engineering staff member must review and sign the NCDOT Driveway Permit before it is submitted.

To help protect water quality in North Carolina, the Department of Environmental Quality's Division of Water Resources has in place riparian buffer rules protecting vegetated areas adjacent to intermittent and perennial streams, lakes, reservoirs, ponds, estuaries, and modified natural streams.
