The Town of Garner and City of Raleigh merged their water and sewer systems together in March 2001. The City of Raleigh's Public Utilities Department owns and operates the water and wastewater systems that provide service to residents and businesses within the Town's designated urban service area. The Town retains authority as to when and where new water and sewer services can be extended to support growth and development within its planning and zoning jurisdiction, subject to conditions in the inter-local agreement.

Water and sanitary sewer utility infrastructure are reviewed/approved by Raleigh Water, a division of Raleigh's Public Utilities Department.  Staff from Raleigh Water also serve on the Technical Review Committee along with Town Engineering Staff.

Wake County manages erosion control for Garner, Knightdale, Morrisville, Rolesville, Wendell and Zebulon and all unincorporated areas of the County. 

Erosion and sedimentation control (E&SC) plans shall be submitted directly to Wake County for review/approval.  Typically, E&SC plans can be submitted to Wake County concurrently with the Town's approval process.

Encroachments on NCDOT maintained streets must be permitted by the NCDOT.  Permit applications must be submitted to the NCDOT Wake County District 1 Office and do not require encroachment agreements from the Town of Garner.  However, any NCDOT encroachments as part of a subdivision/site plan must be reviewed by the Town in conjunction with the encroachment permit to the NCDOT prior to approval.
