Garner Forward G icon 2ColorIn addition to reviewing current development projects against the regulations and requirements of the Town's Unified Development Ordinance, the Planning Department is also responsible for helping to maintain a long-range outlook for the future of the Town. The Town first kicked off "Garner Forward" in 2016 . Comprehensive and transportation plans resulting from this effort are linked below, having been adopted in 2018.

The Planning Department then focused on a re-write of the Unified Development Ordinance (adopted July 5, 2022) that would better enable the Town to work with developers to implement the goals and objectives found within the long-range plans.

Most recently, the Town undertook an intensive conversation about Garner's character and examined the future land-use plan in greater detail. This process was known as "CLUE" - an effort to produce new character and land use elements of the 2018 Comprehensive Plan. Ultimately, it was decided that the whole 2018 Comprehensive Plan should be replaced. On November 21, 2023, the 2023 Garner Forward Comprehensive Plan was adopted and is effective as of February 16, 2024.

Until updated, the 2018 Transportation Plan remains the governing plan for transportation improvements as supplemented by the 2010 Transportation Plan.

Long-range planning also collaborates with other service providers to ensure that planning efforts across the Town are coordinated to the greatest extent possible. Examples of such collaborations may include items such as master plans for the Parks, Recreation and Cultural Resources Department or transportation plans jointly managed with the Engineering Department.
