Project Scope: This project includes improvements at Rand Mill Rd and Main Street intersection and converting a Town owned property into a parking lot for Downtown Garner. The improvements will include construction of stamped asphalt paving at the intersection, additive of bump outs for seating, construction of concrete sidewalks, landscape beds, and benches on the south side of Main Street. Along with these improvements, Town owned property at 112 Rand Mill Rd will be converted int a parking lot, anticipated to have approximately 48 on-site parking spaces, a masonry dumpster enclosure, a retaining wall at the southwest corner, and a stormwater control measure. Improvements along Rand Mill Road north and east of the proposed on-site parking include resurfacing of pavement, construction of and curb and gutter, addition of concrete sidewalk along the west side of Rand Mill Road, and the construction of a concrete apron for access to the properties east of Rand Mill Road. Current Status (updated October 2024): Preconstruction Coordination is underway. This plan is currently in review with NC Railroad (NCRR); after that approval is obtained, an agreement and right-of-entry will be pursued.
