Public agencies and utility companies are allowed to perform approved work within rights-of-way and easements. Often, it can seem that these companies are on private property since the work might be performed behind the sidewalk or into your yard. In some instances, they may work within a utility easement that can be found on the side or behind your property.
All contractors working within the right-of-way should be issued a permit by either the Town of Garner or the Department of Transportation (NCDOT), depending on which entity maintains the roadway.

If you would like to see your parcel lines, you can visit iMaps, a mapping application provided by the City of Raleigh. Utility easement records can usually be found written in your deed and/or closing documents or by searching Wake County real estate records or the Register of Deeds.
While the recorded map may be able to provide a general width of the rights-of-way for your street, please follow up with a licensed surveyor if you wish to know the exact measurement for how far the right-of-way goes up into your property. This distance may also often be found on a site survey or plot plan for your property.
